In order to effectively strengthen the construction of dangerous goods transfer warehouse, drug storage, and finished product storage of fireworks and firecrackers production enterprises (hereinafter referred to as the "three repositories"), in accordance with the "Ten Provisions on ensuring production safety of fireworks and firecrackers enterprises" (Order No. 61 of the State Administration of Safety Supervision), the relevant requirements are hereby notified as follows:

First, further improve the understanding of the importance of the construction of "three repositories"

The "three warehouses" of fireworks production enterprises are matched with the production capacity to ensure the reasonable transfer and normal storage of drugs, semi-finished products and finished products, which is crucial to ensure the smooth production process, prevent the excess of dangerous goods, eliminate safety hazards, and reduce accident injuries。Local safety supervision departments at all levels should attach great importance to it，Actively organize fireworks safety supervision personnel, fireworks production enterprises in charge and fireworks engineering design, safety evaluation and other institutions related personnel，Carefully study the "fireworks engineering design safety Code" (GB50161) and "fireworks operation safety technical regulations" (GB11652) and other technical standards，Effectively improve the ideological understanding and professional level，Vigorously promote the construction of fireworks production enterprises "three warehouses"，Improve the level of intrinsic safety。

Second, vigorously promote the production enterprises to carry out the construction of "three repositories"

1.Strengthen the scientific guidance for the construction of "three repositories"。Firecracker and combination fireworks production enterprises "three library" setting benchmark table (hereinafter referred to as the benchmark table, attached) is in view of China's firecracker and combination fireworks production technology, enterprise safety management level, the "three library" setting of the benchmark requirements。Each provincial safety supervision bureau shall comply with the relevant requirements in the benchmark table，To study and formulate the benchmark rules for setting up the "three storehouses" of various fireworks and firecrackers production enterprises within the jurisdiction and promote the construction of the "three storehouses";To organize the investigation of fireworks production enterprises, classification and filing，Take effective measures，Vigorously promote enterprises to carry out the construction of "three repositories"。

2.We will advance the construction of the "three repositories" in accordance with the law。The provincial safety supervision bureau should strictly review the safety production conditions and on-site verification, and keep the safety production license renewal pass。An enterprise to be rebuilt (expanded)，Engineering design, safety evaluation and licensing review should be carried out in strict accordance with the "three libraries" setting benchmark;The "three repositories" do not meet the requirements and the safety production license expires，No extension of renewal shall be allowed according to law;The "three repositories" do not meet the requirements, but the safety production license has not expired，Production should be limited strictly in accordance with the current situation of "three repositories"，We will implement measures to stop production over capacity，Excessive production and storage are strictly prohibited。

Third, effectively strengthen the daily safety management of the "three repositories"

Each fireworks production enterprise shall use and manage the "three repositories" in strict accordance with the designed use and approved amount of drugs, and it is strictly prohibited to change the use of the designed use and excess storage。Safety supervision departments at all levels should effectively strengthen the supervision of the use and management of the "three repositories" of fireworks and firecrackers production enterprises，Found to change the use of the "three repositories", excessive storage and other illegal acts，To be punished in accordance with the upper limit stipulated in Article 37 of the Regulations on the Safety Management of Fireworks and Firecrackers (State Council Order No. 455)。

The provincial safety supervision bureau is requested to submit to the State Administration of Safety Supervision three departments before the end of August 2015 the benchmark rules for setting up the "three repositories" of fireworks and firecrackers production enterprises within the jurisdiction and the work plan for promoting the "three repositories" construction。
